Synopsis: To provide information and open preliminary inquiry
regarding white supremacist rally/protest at Jackson,
Mississippi.
Preliminary Inquiry Instituted: 12/20/2002, set to expire
06/16/2003.

Details: A preliminary investigation (PI) is being initiated
based upon information set forth below which indicates that
captioned subject may possibly be involved in criminal activity.
This investigation seeks to identify the alleged criminal
activity and prevent any associated terrorist activity pursuant
to the Attorney General Guidelines, Part II, Section B(1)
authorized on 05/08/2002.
On 12/19/2002, a Birmingham source reported that
members of the National Alliance, Federation of Nazi Party, and
Ku Klux Klan would be attending a rally/protest, organized by
RICHARD BARRETT, scheduled for the afternoon of 12/20/2002, in
downtown Jackson, Mississippi. Based upon these groups.
propensity for criminal activity and the fact that previous
protests, organized by BARRett, have resulted in violent civil
disturbances, Jackson initiated this PI.
On 12/20/2002, RICHARD BARRETT, along with seven
unknown individuals, staged a silent rally/protest in downtown
SEARCHED.
