A, source, who has furnished reliable information 5 ‘in the past) in July, 1961, furnished a summary of a speech of Comrade Tawfik Tubi, delivered at the XIV Congress of the Communist Party of Israel (cer) held in Tel Avwy, May 31 - June 3, 1961. This summary was made available through the - cy offices oR Georg Zobotks of the International Department - in of the Czechoslovakian Communi st Party;-who is in charge of * "capitalist countries." The summary of Tawfik Tubi's speech included the following: Well known is the declaration of the then Head of the Arab Department of the Histadrut, R Barkat, to the effect that the Israeli authorities had not taken into account in their plans, the existence of an Arab minority within the boundariesof the State.
