Past experience indicates that the unfortunate repercussions of "blown" technical surveillance operations are frequently not so much due to the actual discovery of the operation as to ill-considered and frantic action taken by the officers involved after, or at the time of, the discovery. In view of these factors, there is a grave risk in attempting to use too junior personnel for the performance of technical surveillance functions, Recommendations: It is recommended that (1) the technical surveillance function be transferred from OAD to Commmications and that a separate unit of Communications, directly responsible to the Chief, Communications, be established to handle this function; (2) this unit be given a definitive ’ detailed statement of its responsibilities for developing and maintaining full competence in all areas for the support of operations by the use of technical surveillances; (3) a sufficiently realistic T/O be established to permit recruitment of the necessary senior personnel, under the direction of a mature, well-qualified and experienced officer.
