Within a matter of months the capabilities of Castro's military forces will probably increase to such a degree that the overthrow of his regime, from within or without the country, .by the Cuban opposition will be most unlikely. c. .The Cuban paramilitary force if effectively used has a good chance of overthrowing Castro, or of causing a damaging civil war, without the necessity for the United States to commit itself to overt action against Cuba.
