Project JMARC, as the anti-Castro program was then
known, was going to require air transportation for
the cadres which would be involved in its planned
PM operations.**
By the summer of 1960, it was apparent that
JMATE was going to need extensive and continuing,
not incidental, support from DPD -- a unit which
reported directly to Richard M. Bissell, the Deputy
Director for Plans.
In addition to the need for air-
craft for infiltration, propaganda, and supply drops
to dissident groups within Cuba, additional air trans-
port capability would be required to move bodies and
equipment to training sites outside the continental
