During December 1960, the Special Group questioned the need for increased numbers of Air Force personnel at both US and foreign bases; and there also was discussion about the increas- ing use of USAF personnel to fly missions in support of Project JMATE, including over-flights of Cuba. Resistance to involving US personnel frequently came from Deputy Secretary of Defense, James H.
