As noted in their testimony, the JCS were completely ignored when this decision was made. 4. The planning and conduct of the operation would have been improved if there had been an initial statement of governmental policy, assigning the mission and setting the guidelines within which it was to develop. Thereafter, there was a need for formalized procedure for interdepartmental coordination and follow-up with adequate record keeping of decisions. This was made quite apparent during the course of the hearings held by the Cuban Study Group, and had such decision been made early in the game, some of the difficulties which were apparent in the relationship between the Agency and the Department of Defense, particularly in the period shortly prior to the change of administration on 20 January 1961, might have been avoided--much to the benefit of the overall operation. 5.
