The words ‘‘bobbing,’’ “erratic,’’ and ‘“‘jerky’’ regularly appear in the reports. Some- times the maneuvers are compared to the bouncing of a ping- pong ball. At least one witness said the motion was like the bobbing of a float on a fishline.
