This program is designed to exploit all 'he knowledge and facilities available to its director in pro* viding answers to specific questions of direct interest to the agency. In addition, those areas of basic knowledge required to provide these practicalanswers 'will' be developed^ It should be noted that although the attached proposal ofescribes the facilities which will be used in the study/ the program itself was deliberately described in general overt terms in order to comply with its unclassified stales. 2, In view of the above it is desired to describe more specifically the various phases of the general program here.
