Geschickter for services in 1952-1953, with instruc- tions on how he should list it for income tax purposes while pre- serving security; (3) Memorandum for the Record of 25 August 1955 states it was necessary to test effects of certain chemical sub- stances on human beings; that certain anticipated effects in- volved mental functions which precluded the use of mental defec- tives. The project engineer authorized contractor to pay the nospital expenses (sic) of certain persons suffering from incurable cancer for the privilege of studying the effects of these chemicals
