1. Source reports that a signed letter, dated 3 September
1944, was sent to John Moors CABBOT, the WSBURNT desk officer, by
the group opposing the POVCE Government.
2. Important points covered by the letter are:
a. FBPRIME preached democracy, but recognized and armed
Latin American dictators are enabling these to oppress demo-
cratic people;
b. ODACID should investigate the PBPRIME Ambassadors in
Central America and should replace those unworthy of that posi-
tion ;
ce ODACID also should intervene divlomatically in order
to make the Latin American governments respect the constitutions
of théir respective countries ; .
d. To prevent fraud, ODACID should propose an effective
electoral system;
e. Present continuance of killings and persecutions in
KMFLUSH and WSHOOFS ;
f. ODACID should, if necessary, refuse to recognize uwn-
constitutional and despotic Governments on the basis of the
Washington pacts;
g- It should show by deeds, not only by words, that the
good neighbor policy means something.
3. The following statement was stressed: It is evident truth
that no regime gains or retains power in Latin America without the
moral support of PBPRIME; therefore, your responsibility is evident
and cannot be denied nor evaded.
