Uganda: Message to the Prime Minister
Thank you for your letter of 6 June with which
you enclosed a copy of the message sent to the Prime
Minister by President Amin.
The Prime Minister has noted your advice that
we should treat President Amin's latest communication
as unworthy of reply.
He has however suggested
that, particularly in the context of the threat against
Mr. Hills, he might send a reasoned and friendly reply
saying simply that the allegations are not true and
that we want him to know this.
I should be grateful
if you could reconsider this in the light of the Prime
Minister's comment and let me have a draft.
So far as Mr. Hills is concerned, I have of course
been seeing the exchanges of telegrams with Kampala.
The Prime Minister has however asked what contingency
planning is going on for reprisals or sanctions if
Mr. Hills is killed.
