- 2 - (d) We confirm that President Amin had sent a telegram to the Commonwealth Secretary General referring to Mr. Callaghan's letter and asking for a copy of his telegram to Mr. Ramphal to be sent on to Mr. Callaghan. (e) Mr. Rampal had sent it on and the Prime Minister had received it. I subsequently gave this guidance to Stephen Wall at the FCO who reported it to Dr. Owen in Paris. I subsequently reported the line to the Prime Minister, who spoke to Mr. McCaffrey and broadly endorsed the guidance that had already been given to the press. 1 June 1977
