here would be the risk, referred to above, that
President Amin could claim that Uganda was being
excluded from representation at the CHGM altogether.
In these circumstances HM Government would have to make it
clear to Commonwealth Member Governments, the Commonwealth
Secretary-General, and probably in a public statement as
well, that HM Government had denied clearance to the aircraft
carrying President Amin, but remained ready to give entry
to a Ugandan delegation led by a special representative
appointed by President Amin.

President Amin should be directed to Brize Norton, or,

tivsly, .Heathrow. Pull regard should be paid to
all safety procedures. Any risk of placing an aircraft
arrying President Amin, and his entourage, in hazard should
be scrupulously avoided.
Paragraph 13
The action in a, b and c should be carried out with as
much courtesy and discretion on the British side as possible.
President Amin should be allowed to have one or two personal
aides with him in his own company, even if separated from the
rest of the party.
