This concern would undoubtedly grow if it seemed likely that thes* reports might be proved correct. Accordingly, I have decided to address this personal lettelc to you to let you know that the British Government would be unable to agree that you should visit this country next month. A delegation from Uganda will of course be welcome to come to London. In the wider interests of the Commonwealth which I am sure you recognise, I hope you can see your way to appointing a special representative to lead the Ugandan delegation to $& Commonwealth Meeting in London in June. Uganda would not be the onlyioountry to be represente in this way and, in these circumstances, the Ugandaidelegation would receive all the courtesies and attentions accorded to other delegations attending the Meeting.
