The Foreign and Commonwealth Secretary agrees entirely with the Home Secretary's view, as set out in Bob Morris's letter of 20 April. Dr Owen believes that we have succeeded in establishing a clear distinction between our abhorrence of General Amin and of his actions and our desire for friendship with the people of Uganda.
