We do not yet know whether a Ugandan delegation will wioh to attend but at departmental level we are recommending that (Amin himself apart., of course) we should not object to Ugandan participation. We will keep you informed both of the decision taken and of any further information which might become available. 2, • The meeting is a technical one and it in expected that moot delegations will be headed by a Finance or 'I'rade Minister. Thnro should, therefore, be no question of Amin attempting to come himself, and we have no reason at all to think that he might try to do so.
