President Amin
Since I wrote to Kieran Prendergast on 30 August
recording the Prime Minister's agreement with the Foreign
and Commonwealth Secretary's minute (PM 77/84) about the
possibility that President Amin might transit through
Heathrow on his way to the UNGA in New York, the
Prime Minister has also seen the Home Secretary's minute
of 12 September on the same subject. The Prime Minister
agrees with Mr. Rees' view that the revised arrangements
set out in his minute should be adequate to meet the new
contingency and that the wider arrangements which were
made in June should not be necessary on this occasion.
I am sending copies of this letter to Bob Morris
(Home Office), Roger Facer (Ministry of Defence),
Martyn Baker (Department of Trade) and Martin Vile
(Cabinet Office).
