As to our public position my recommendation is that we should avoid making any statement unless and until it is absolutely necessary (we have no wish to provoke Amin unnecessarily or invite retaliation against the British community in Uganda); but that if tl issue were to become live we should be prepared if necessary to make clear that Amin would not be allowed entry into the United Kingdom. 5.
