President Amin
As you know, the Commonwealth Secretary General sent us
last night a copy of a telegram which he had received from
President Amin about the Prime Minister's letter of, 22 May (a copy
of which was annexed to the note of the Prime Minister's meeting
with Prince Fahd of Saudi Arabia on that day).
I enclose a copy
of President Amin's message with this letter.
At the Prirae Minister's request, we immediately contacted
Mr. Ramphal and discussed our response to the message with him.
He confirmed that he was himself proposing to take no action at
all on the telegram, but commented that the message seemed to him
to be out of character with President Amin's usual conduct and
was phrased in a low key. He admitted that there were veiled
threats in it, but thought that it was designed to maintain
uncertainty as to his intentions, while preparing the gmund for
his not coming at all.
Since it later became clear that the text of President Amin's
message was already known to the press, it was agreed that the
^No. 10 Press Office should confirm that the Prime Minister had
written a personal and confidential letter to President Arain; that
we could not discuss the contents of the letter, since it was
confidential; but that the Prime Ministex* had adi'ised President Ami
that it would not be appropriate for him to visit this country.
We would also confirm that President Amin had sent a telegram to
the Commonwealth Secretary General referring to Mr. Callaghan's
letter, and that Mr. Ramphal had sent this on to the Prime Minister.
I am sending a copy of this, with enclosure, to Bob Morris
