policy operations, it would appear they should have not
only the p r i o r approval of t h e NSC (rather than Oca)
itself, but a l s o the continuous surveillance of t h a t body .
any new project would appear t o comprise simply the in-
dorsemmt of a DCI proposal, usually without demurrer,
from Individuals preoccupied with o t l e r important matters
of t h e i r own.
O f course there I s a preliminary ( C I A pro-
p r i e t a r y s t a f f i n g of each project and an eventual (after
t h e f a c t 1 reporting of its r e s u l t s ti) t h e NSC - but even
t h i s reFort is rendered o r a l l y by thcb D C I on an 'off the
record' - and on a naturally-undemtandable, biased basis.
