On 1 1 January Los Angclcs police chief Edward M. Davis held a p r e s s
conference to tell the Mexican-American c o m m u n i 9 that the Chicano

youth was being exploited by the Brown Beret6 and by sophisticatcd
Bolsheviks who he described as '*swimming pool communists. I' Chief
Davis explainad that he meant by this that the Mexican-American group
i n Los Angeles was being turned into "prison fodder" by outside com-
niunists agitators. Of the 42 arrests early i n January, none belong to
tlic'group of instigators. Chief Davis' appeal during this press confer-
