Honorable A, Willis Robertson un The facts of each bombing incident have been presented immediately to the Department, and the FBI has been requested to investigate five bombing cases in Alaba:ra, including the one on September 15th in which four children were killed, Due to the nature of the September 15th bombing, the FBI began an- imu.ediate investigation and advised the Department of the actions being taken. Although the FBI does not actively investigate all bombing cases, it does cooperate in every way possible with state and local authorities, The full facilities of the FEI Laboratory and Identification Civision are available to render any assistance. The FEI's actions in the civil rights field are governed by laws es they are in all fields, Ye cannot exceed our authority nor will we aitexpt to do so. If a Federal law within our jurisdiction is violated, FEI Agents will conduct a prompt, thorough and objective investigation. Hi no Federal law is involved, we will not--cannot-- investigate. in spite of there facts, we are accused of both exceeding anc ehirxin: our duties. fone of these charges eters fron: a lack of unserstanding, but wany of thein come from persons who have a personal interest and distort the truth to suit their own purposes, Acting within the law, the FEI hes recorded a number of accomplishments in the civil rights field, For example, FBI investigztions have enabled the Pezartment of Justice to file more than forty suite in five states to end racial discrimination in voting. FEI Agents solved the case involving the burning of a Greyhound bus transporting "Freedom Hidera" through Alabama in i961. Six persons have been convicted for their part in this crime. An FBI investigation in September, 1962, led to the arrest and conviction in state court of four persons for burning a Necro church in Terrell County, Gecrgia, FEI Agents also arrested Eyron De La Beciwith, the man charzed with the murder of i‘edygar Evere, the Missiscippl leader of the National Association for the Advancement of Colored People, -2-
