In response to inquiries posed by WFO, Birmingham offers the following observations: The procedure described in Buairtel of 10/14/76 will be adhered to insofar as possible; however, it is believed that the procedure outlined was set forth to offer general guidelines to protect the various interests involved in the Bureau's {} cooperation with Alabama Attorney General BAXLEY with practical problems to be worked out by the former Agents and the Birmingham Office.
