We are eliminating the wail that histemcaily stood Sefween us and the CLA The
FRI and the CIA started exchanging senior personnel in 1996, and we have
worked hard to baild on what effort. Taday, we and the CLA are untegrated at
virtually every leyel of our operations. From Director Mueller's daily mectings
with George Tenet and with CLA offinals at his twice-daily threat briefings, to our
joint efforts in transnational investigat.ons, to our coordinated threat analysis at
the Terrorist Threat Integration Center (TTC), tie FRI and the CLA have
exihanced our uteraction al every leve., This wtegration will be further enhanced
later this year when the FBI's Counterterronsm Division (CTD) sollocates with
the CLA's Counterterrorism Center (CTC) and the TTIC at a new faciinty in
Viren.
We have also worked hard to break clown the walls that have, at times, hampered
coordination with our 730 VOU partners uy state and local law enforcement. We
have more than doubled the number af Yo Sint Terrorism Task Forces OTTFs) since
O/LI. We have processed thousands of secunty clearances to permit law =<
enforcernent officers to share freely in our myestigative mformation, We have
created and refined new in formation shang systems that electronically link us
with our domestic partners. And, we have broug ght on ant experienced police chief
froui-North Carolina te serve as our State and [Loeal Law Enforcement

. Given these lessons learned, what specific and concrete remedial measures ts the FRY,
working with Federal, State and local partners, taking to ensure that the organization has
enhanced its capacity to prevent future such catastrophic terrorist attacks on the
homeland?
Since September 11, 2001, the FBI has undertaken a mimber of initiatives to
UUprove ‘nformabon share and coordifahen with our national and unternational
