4. What information thresholds and procedures de FBI Joint Terrorism Task Forces
(ITTFs) use when considering whether intelligence should be shared with State and local
law enforcement officials, as well as with private sector Information Sharing and
Analytical Centers ISACs)? Do any written guidelines outlining the thresholds and
procedures for dissemination of (sensitive but unclassified and classified) intelligence to
state and focal law enforcement exist?
Response:
In March 2004, FBINO issued written procedural guidance to all held offices
regarding intelligence reporting and dissemination with respect to ITT¥s. This
guidance specifically addressed the relationship between the FIG and the PTF in
each field affice.
The FIG will deploy to the JTTF a combination of the tollowing personne!
depending on the structures of the organizations involved. one or more
intelligence analysts in 2 Reports Officer role, one. or more Specia: Agents, and/or
a cleared, permanent FIG task force officer or analyst with a dedicated assrenment
of reporting raw, collected intelhgence which meets specified reporting
thresholds. This information is commumicated to CTD’s TRRS for dissenunation
to FBI mtélligence customers by CTD via an Intelligence Information Report
(OR). FBINQ intelhgence analysts commumeate and coordinate daily with DHS.
DHS, whose component agencies participate in the JTTF and/or FIG, is
responsible for commumicating terrorism auformation to all state and local
officials and appropriate private sector organrzations outside the law enforcement
domain.
