But I must now acknowledge that I'm enormously impressed, favorably, appropriations. But there is no way that ordinary citizens or public groups can unmask such activities, nor see to it that approp- riate justice is meted out. TI think the FBI may be just about the only institution with a real capability in this area. It is laughable _ {tO suggest that the "ethics"! committees of the Congress would adequate- fly police their members, They are past Masters at the art of "wrist- Slapping" and tail-covering, It is no wonder at all that the Congress enjoys one of the lowest confidence Yatings of any American institution. le aes
