“Everything you can think of to
do with the cards, they’re doing,”

curity card is the key to the king-

The government already has
won convictions of scores of people
caught in a nationwide probe,
dubbed “Project Baltimore” be-
cause the Social Security Adminis-
tration headquarters is there.

Schweiker made the declaration
when auditors found a stack of
more than 1,000 blank cards lying
on the floor in an unlocked area of
a Social Security field office.
An HHS spokesman said, “They
are under stricter leck and key
measures now,” but several agen-
cy officials said privately the secu-
rity problem still exists.
Investigators have found evi-
cence of careless supervision of
those who distribute cards, loose
procedures for validating applica-
tions and little effort to trace indi-
viduals fraudulently obtaining
cards.
An inspector general's audit in
New York and Washington last
year found nearly half the cards in
those cities were issued to aliens.
About 20 percent of those were
given to incorrectly coded individ-
uals. Another 20 percent went to
aliens not authorized to receive
work-related numbers.
An investigator for the Immi-
gration and Naturalization Service
complained that all Social Security
cards look. identical, although
“some are issued to aliens who
don’t have permission to work.”

aliens who say they need them to
get insurance or put money in 2
