Invoke stricter controls over misuse of federal authority at any level; 2. Complete ‘the high level review of the FBI's and Federal. Prosecutor's activities in ABSCAM, and particularly Mr. Kenneth MacDonald; 3. Determine that former Mayor Kenneth MacDonald was guilty only of giving much of his life to serve all of us and guilty of nothing of a criminal nature; 4. Publicly and meaningfully make contact with Mr. Kenneth MacDona s family, apologizing for the governmental excesses that helped lead to Mr. MacDonald's death. Mr. President, as one of your predecessors stated - "The Buck Stops Here" - and that is at your office. Former Mayor Kenneth MacDonald gave very much to our country and committed no criminal activities. His family deserves an immediate apology, even if it requires our government to admit that it engaged in illegal and inappropriate activities in the ABSCAM investigation and prosecution.
