It has been reported that prior to the time
P. Jamos Pellecchia, dr., former Newark Police Judge,
surrendered himself to authorities, Pellecchis contacted
Zwiliman regarding his embessling $657,000 from the
Columbus Trust Compeny, Wewark. At Zwiliman's suggestian,
Pellecchis surrendered himself to make it easier on
everyone who might become involved in any subsequent
investigation.
A confidential informant, who is femilier with
activities of the liquor end distilling unions in the State
of New Jersey, advised that Zwillman during one period, the
detesof which he did not recall, eontrolled the New Jersey
Institute of Wine end Spirits Distributora, Incorporated,
Members of this Institute were the Joseph Reinfeld Company,
the J. & J. Distributing Company end the Gelaworthy
Matrihnting Company, al) wholasala liquor eamcerna. The
purpose of this Institute was allegedly to control prices,
to gain control ef reteil liquor business in Now Jersey, to
elininate other wholesalers and to lobby in the How Jeracy
Legialature.
In connection with the above interests on the part
of Zwiliman in the liquor field it was disclosed that Zwiliman
has personal associations with officials of the Saperstein
Ynsnrance Agency in Newark, which agency contrelsa the entire
welfsre fund of the liquor and distilling mions. This welfare
fund is obtained by a percentage contribution of the gross wages
of the entire industry.

A confidentiel informant, who has furnished reliable
information in the peat, reported that Zwillwan was instrusental
finencielly in the formation of the Wine and Liquor Selesmen
of Hew Jersey, Local 19, Newark, New Jersey, and is reported
to control this uion.
Concerning lebor activities, it has been reported
that George Browne, former President of the Internstional
Union of Fheatricel and Stage Employees, and allegedly a former |
momber of the Capone gang, became head of the afore-mentioned
wnion as a reanlt of his gang connections and thet he was
reportedly reaponsible to Zwillman. Other union sen
connected with or designated by Zwiliman were stated by an
informant to be James Brennan, head of the motion picture
operators, Newark, and Joseph Pay, convicted extortionist,
