MGNORANDUM FOR THE FILES, uraticney, Secretary to the Presidght, called by telephone on the 15th. and said that Mr. PalphWerritt, of Californie, would call to see me about a matter which he was desirous of submitting for the Bureau's consideration. Mr rritt celled and stated that he was actively: connected with the ape Growers association of Celifornia. He stated tmt the Ferm Board hed mde extensive loans to this industry end that a Mr. Cann was the head of the industry, administerine the funds advanced by the Ferm Board. Ne said that Mr. Cenn had been in receipt of several enonyrous communications, a3 well as numerous ‘phone calls, from ellered racketeer interests threatening his life if he continued tc carry out his program. He stated that Mr.WCann hed been informed thet he sheuld not core to New York or Chicero and if he did so ba weula be kitled., Mr. Merritt wanted to know whether there was some protection the Depertrment of Justice could furnish Lr. Tenn in view of his semi-official stetus in administering the funds advance’ as a loen by the Farm Board. I informed Mr. kerritt that off-hand I did not know of eny law warranting any ection being taken © but surregted thet he sutmit the entire matter to the representetives of the Férm Loan Board and if they thought it was possible to do so the: nf#Mbt submit the matter to the Department of Justice, inquiring Wiether it was 4 metter falling withir the jurisdiction of the Department and whether protection could be furnished Mr. Cann in the capacity be was serving. Mr. Merritt left ssying he would submit the matter to the Farm Losn Bureau.
