circumstances at the tracks. Mr. Oseas stated that in view of the
absolute dominion exercised by the racketeers, it could hardly be
exected that anyone wuld voluntarily testify aguinst them. It
had been our impression thet the racketeers had confined their ac-
tivities,to_the tracks of the Northwestern Railroad ani while Mr.
Oceas Ske tot impression, it was found that the reason for
this was that no one would buy fram the other tracks so apperentily
the recketeers have brought about a ecndition which permits of the
purchase of graves only et the Northwestern tracks where they do
have absolute sway.
I inquired of bir. Oseas rhet the plars were with regard
to the handling of the money which might be furnished for Agent Di
Lillo to make the purchase of grapes and account for the return of
seles. He stated tist thet had not been definitely decided upon
and requested m to notify the Chicago ovfice to have the Agent see
Irrgang again on Mondey and perfect these plans. He stated that ar-

at Chicepos; thet DiLlillo has now had Thursday, Fridey and Saturday
and will have tomorrow, Sundsy, one of the biggest days in the free
business at Chicago, to have observed generally how the business was
conducted and consequently it would be in order to again see Irrgang
and complete their plans. However, DiLillo has not seen Irrgang to
date and Mr. Cseas stated that the Agexts at Chicago, Agent Fay parti-
cularly, had felt thet it wuld be wise not to have Irrgang meet
DiLillo or to kmow DiLlillo in ay way. I concurred in this view be-
cause I believe it would be better for all parties concerned for
DiLillo not to deal directly with Irrgam.
Mr. Oseas is to see Mr. O'Brian on Monday morning (Mr.
C'Brian is not at the Demarteent today) and will acquaint him with
the plans. In the meantime, I have called Agent Fay at the Chicago
office, suggesting that Agents Miller and Little see Irrgang on Mon-
day morring and perfect the plans previously discussed but that they
should teke no actign til they had called this office by telephone
and had sae ved Speen to act. It is cmterplated that as
soon as they call thie office on Monday, Mr. O'Brian will be fully
informed and can then state whether he desires to have the plans
proceed.
