A memorandum from Mr, Callan to Mr. Rosen dated March ll,
1954, indicated that Senator Paul Douglas (D., Ill.), while on the floor of the
Senate on March 1, 1954, in discussing matters concerning the Loyalty Program|
made the statement, 'The FBI does not prefer charges; it. furnishes! information. !
Senator Gore then replied; "Yet, no information is givén as to the source of the
