FRASIER RECALLED APPOINTEE HAD RECENTLY BEEN DEFEATED IN BID FOR ELECTION TO UNITED STATES SENATE AND WAS THEN ASSOCIATED WITH VANDERBILT UNIVERSITY. APPOINTEE HAD NO ASSIGNED DUTIES IN CONNECT ION WITH FELLOWSHIP. IN KEEPING WITH INSTITUTE’ S POLICY OF MAINTAINING HIGH VISIBILITY OF APPOINTEE, GORE SPENT TERM OF HIS FELLOWSHIP TALKING TO STUDENTS AND CONFERRING WITH UNIVERSITY FACULTY. APPOINTEE’S WIFE ACCOMPANIED HIM DURING GORE*’S STAY AT HARVARD. FRASIER WAS UNABLE TO IDENTIFY OTHER. PRESENT STAFF MEMBERS OF. THE INSTITUTE WHO WOULD BE KNOWLEDGEABLE ABOUT APPOINTEE. SHE GAVE ASSURANCES OF HER HIGH REGARD FOR THE APPOINTEE’ S CHARACTER, REPUTATION, ASSOCIATES, LOYALTY, AND RECOMMENDED HIM FOR A POSITION OF TRUST WITH THE GOVERNMENT. - .
