AW a ; nar Appendix Ii Saigon Daily News, Thursday, May 20, 1965. Communists and Pro-Reds Outlawed Anew SAIGON May 19 (VP)—Chief of State Phan Khac Suu on Mon- day proclaimed Decree Law 004/65 amending Decree Law ti]- SL/CT of February 1, 1964, which outlawed Communism and pro Communist neutralism. The Decree Law, whose contents are 28 fol- lows, had been favourably voted by the National Legisiative Council. Article 1 The following actions are deemed as actions specified and punis by Decree Law 093-SL ‘CT of February 1, 1964: (a) All direct or indirect actions aimed at spreading Communit Policies, slogans and instructions by any individual or growp of in- dividuats influenced or controlled by the Communists, (b) All moves which weaken the national anti-Communist effort and are harmful to the anti-Communist struggle of the peop'e and the Armed Forces.
