If the Axis nations are to be completely disarmed
after this war, why should the United States con-
inue to maintain a gigantic militury establishment
packed by national conscription? That would be
he starting sienal far an international ‘armament
‘ace, as surely as our passage of the Smoot-Hawlcy
Tariff Act precipilated world-wide economic repri-
als and warfare. And the consequences of interna-
ional competition in conscription may well be
lisastrous,
National conscription docs not fit into the picture
£ any genuine world police system. Since none of
he victor nations intends to put its couscriptees
ander the supreme authority of a world government,
hey will be expendzble primarily for national pur-
roses. The very cuisteuce of such peotentialitics of
lestruction and ageression on all sides will cancel out
WW faith in the adequacy of a general international
reanization to preserve peace.
The elimination of mammoth national armaments
therefore a prerequisite for the effective function-
ng and authority of a supranational world agency.
f£no nition arms beyend what is neccessary for the
naintenance of dumestic order, and if a sincere at-
cinpt is made to provide opportunities for peaceful
hange looking to international justice, then no armies
under the guise of “palice” will he necessary,
The peace system and the military systems are irree-
meilahle, America’s choice of post-war conserip-
ion af this juncture would be a vole against peace-
ul organization of the world community,
