lyophilization is not an unusual way to keep stocks of material.
While B. anthracis spores are traditionally kept ina
refrigerator or freezer, many pathogens are regularly
lyophilized for storage, such as &. coli, and it is not uncommon
for B. anthracis to be lyophilized as well.
