Schmitt said such action by the Appropriations Conmittee is "necessary due to the continuing widespread problem of cattle mutilations and the need for federal coordination of the investigation." “I hope that the Committee's endorsement of this proposal will increase the FBI's investigative activity so thaf the answer to this bizarre and grisly wystery will be found," Schmitt added.
