On 9/4/79, Mrs. Peggy Ellis, mother of the victim, reported Harvey missing to the Atlanta Police Department {APD}. Harvey was last seen at the Citizens and Southern (C&S) Bank, Fulton Industrial Boulevard and 01d Gordon Road, Atlanta, Georgia. Harvey was riding a yellow ten- speed bicycle when he was last seen. On 9/8/79, a yellow ten-speed bicycle, identical tam tan Indueteitl Boulevard. A crime scene was conducted in the area where the bicycle was found and three latents were lifted from the bicycle by APD Identificgtion Technician Mallory.
