The AT Division has instituted a surveil-
lance of high risk areas, frequented by youths,
in the anticipation that the unknown subject
will take some overt actions, which will lead
to his apprehension.
The AT Bureau of Police Services (ABPS)
Task Force has been reorganized and all of the
various police jurisdictions having investiga-
tive interest in this matter have reached an
agreement pledging their cooperation. Defin-
itive guidelines have been established to be
used in conducting future investigation in this
