am or ad Cad _ ‘ $-147 (1-13-81) CRIMINAL INVE GATIVE DIVISION INFORMATIVE NOTE Date 4/2/81 Re: ATKID By attached teletype, Atlanta advises that on 3/31/81 the body of an individual identified as Eddie Duncan was recovered from the Chattahochee River approximately one mile South of the location from which the body of Timothy Hill was recovered on 3/30/81. Duncan is described as a 20 year old Black male, 5'10" tall, 150 pounds, and slightly mentally retarded The Fulton County, Georgia, Medical Examiner, tentatively listed the cause of death as possible drowning or asphyxiation. Duncan was a member of the Techwood Homes "Bat Patrol" a group of citizens who armed themselves with baseball bats and patrolled the city housing project in Atlanta to protect residents from the child killer.
