On 5/24/81, the body of victim Nathaniel Cater was found approximately one-half mile downstream from the James-Jackson Bridge. On 5/26/81, Fulton County Medical Examiner advised that Cater died from asphyxiation. Atlanta has determined that the reason provided by Williams for being at the James- Jackson Bridge on 5/22/81 is not credible. Williams is described as a Black male, DOB 5/27/58, 5°7", 155 lbs., with a previous arrest in Atlanta for impersonating a police officer with a blue light in an automobile. Atlanta desires to institute a 24-hour surveillance of Williams effective 5/29/81 and is currently developing logistics, including request for additional SAs, Bureau vehicles and aircraft.
