Re: ATKID
most
of
the
target bridges.
As a
result, 18
of
the
Agents assigned
to the
ATKID special
are occupied
in this
surveillance leaving
the
twelve additional
Agents to
handle the
remaining proactive
investi-
gations being
conducted such
as the
school survey
and the
processing
of several
hundred known
sex offenders
and mental
cases
that
have
been compiled
by various
means. It
must be
kept
in mind
that
each
time a
body
is recovered,
the entire
30 Agents
plus many
additional
Agents from
the Atlanta
Office then
become directly
involved in
the
crime scene
usually for
two or
three
days.
SAC, Atlanta,
is
in
the process
of requesting
14 additional
Agents from
surrounding offices
to
assist
in the
bridge detail
for
a period
of 14
days commencing
5/10/81. This
request is
being
handled separately.
Additional personnel
have been
designated to
Atlanta to
increase the
data
base
in ISIS
for
this
case.
Approximately
1/3 of
the investigations
have been
computerized to
date.
The coordinators
assigned to
the special
advised that
FBIHQ should
be made
aware
of
the
fact that
media representatives
will
always
be directly
on top
of
every
recovered body
and missing
person report
due
to
the
tremendous interest
in this
case. It
will, therefore,
not be
unusual for
the media
to be
publishing
the recovery
of another
body nationally
prior to
most of
the law
enforcement officers
reaching the
scene. Supervisor
Mathews
provided an
example of
Jimmy Ray
Payne's body being recovered
in
the Chattahoochee
on 4/27/Bl
when it
was spotted
by
local
fishermen.
When the
first
Agents
arrived at
the scene,
a media
helicopter was
hovering so
close
above
the body
which was
snagged on
a branch
in
the
river
that the
resulting disturbance
of the
water from
the
helicopter blades
threatened to
jar the
body loose
and the
body
may have
been lost
at that
point. These
comments were
made by
the
Agents in
an effort
to
give
Headquarters
personnel a
little of
the
flavor of
the unusual
problems that
present themselves
at each
body
recovery site.
SAC Glover
indicated that
ongoing problems
with the
Georgia State
Crime Laboratory
GSCL!
should
be
resolved in
the near
future. He
anticipates
that
FBI
Laboratory examiners
will be
allowed full
access to
all evidence
in this
case
probably on
site
at
GSCL. Recent
conclusions of
GSCL relative
to
fiber
examinations
in cases
unrelated to
ATKID have
raised
major questions
relative to
the
importance
of the
fibers
allegedly
found on
several ATKID
victims. Examinations
by the
FBI Laboratory
should do
much
to
resolve this
issue and
cause
refocusing
in areas
of investigations
if necessary.
