On 7/17/81, the Fulton County Grand Jury indicted Wayne Bertram Williams on two charges of murder, that of Nathaniel Cater and that of Jimmy Ray Payne. Investigation subsequent to Williams’ arrest and indictment has located individuals who saw Williams in the company of several victims in this case.
