He stated that if such a plan is acceptable to the Bureau, Jetters would be forwarded to each of the Basques in each of the countries mentioned, instructing them they they to deal solely with the Bu- reau's representative in that particular country. i < In comection with putting this scheme into effect, Irala stated that 2 the only real _aduinistrative difficulties he could foresee might arise in Mexico, Chile, Colombla, and Argentina. He stated that it would be wise in view of pre- vious conflicting instructions by President Aguirre, and in view of the confusion as to the United States Government intelligence agencies in the minds of the Basques in Jatin America, that if a member of the Basque delegvation proceeded to Mexico, Chile, and Colombia and gave complete instructions to the Basque dele- gates in these countries, it would insure efficient operation of the Basque infor mation service there. He suggested that a representative from the Basque service in Venezuela, where Bureau and Basque collaboration has been unusually successful would be the best person to proceed to these countries.
