Reference is made to letter of the Civil Attache at Mexico City ot
dated June 1, 1944 in the above oaptioned matter in whioh the Civil Attache :
advised the Bureau as to the results of soveral conferences between repre- . = -
sentatives of the Civil Attache's office in Mexico, D.F. and Mr. ANTONIO .

: / This is to advise that on June 8, 14 and 20, 1944, Mr. Jerome Doyle of the
New York SIS office had further agnferences with Mr. IRALA following Mr.
ITRALA's return from Mexico City. .

Mr. TRALA outlined to Mr. Doyle substantially the oonversations he
had had in his three meetings in Mexico City with Bureau representatives.
He stated that the request of the Bureau's representative that the Basques
furnish five investigators who would be paid from 250 to $00 pesos a month
was almost impossible to be met by the Basques in Mexico, D.F. He pointed
out that the Civil Attache desired the exclusive use of these investigators .
which would perforce prevent them from carrying on any other business activity
to augment their income. Mr. IRALA pointed out that any Basques in Mexico
who he would recomend as an investigator would have to have the proper GF
mentel acumen and moral stability. He pointed out that all of the Basques .
who would fit these qualifications are presently employed in private enter-
prise making incomes of from 500 to 1000 pesos a month. He added that =
President AGUIRRE of the Basque Delegation did not feel that these Basques
should be ordered out of their present business to work for half or less than
half of their monthly salary in vi the fact that they nad milies to
