Reom b 7 Mr. Nease 2 One Antonio de Irala, 30 Fifth Avenue, New York City, has made an application for an exit permit qtating he wishes to proceed to Mexico and Cuba as a delegate of the #Basque Government in exile. Trala states in his application that he hias been employed since Augus in New York City as secretary to the PreSident of the Basque Government, states that he will be absent approximately one month and that he has a tourist's visa, which is valid until the end of July, 1943. He states that his date of departure is uncertain, but that he intends to leave from Brownsville, Texas, —t via Pan-American Airlines. : This individual is the subject of file No. 97~1793. When interviewed == at Miami, Florida, at the time of his entry into the United States on March 29, 1943, he advised that he was employed by Jose Antonio Aguirre, the head of the Basque Government who is in New York City. He said he was employed by Aguirre as a secretary but that actually he was an agent and employee of the Basque Government. At that time he stated that the purpose of his trip to Cuba was to secure amy and all information he could concerning Cuba and South America which would be of interest to his Government. Subsequent inquiry has revealed that Trala has not filed a registration statement under the provisions of the Foreign Agents Registration Act and is not notified to the Secretary of State as an agent of a foreign principal. RFCO?NFD COPY FILED IN Lt - Derogatory information concerning Antonio de Jrala and his references is being furnished to the Exit Permit Unit of the Department of State.
