Today, at 2:15 p.m., Mark Richard and I met with William aA,
(Billy) Carter, III, in my office. The Purpose of the meeting,
which I imparted to Billy Carter when he called me earlier in
investigation, to receive any additional information which he
might wi'sh to furnish, and to advise him that we had concluded _
that he has an obligation to register with the Department of
Justice as an agent of the Libyan Government. ;
As the outset of the interview, Carter was advised of his
right to remain silent and of his right. to have an attorney
present during the interview. He was also advised that if he
“chose to give up his right to remain Silent, that anything he
said could be used against him in a court of law. He was further
advised that he could leave at any time he chose and that at any
point could, if he wanted, get an attorney. He said he understood
his rights; that if he didn't want to answer a question, he would
not do so, and that he did not wish to have an attorney Present ©

‘We recalled for Carter the substance of a previous inter- _
view in Americus, Georgia on January 16, 1980 at which time he
Said that with the exception of the two all ‘expense paid trips
to Libya, three gold bracelets, a silver mounted saddle, a silver
Serving tray and a scimitar he received nothing of value from the
Libyan Government. He was further reminded that he said at the —
previous interview that he has no formal or informal relationship
with the Libyan Government or any entity thereof. That he simply
- feels that the Libyans regard him as a friend and that that is

He replied that it was. He was told that we had information |
from a variety of sources which Suggests that it is not an
accurate statement, and that in fact, he had received additional
compensation from the Libyans in the form of cash Payments.
