number of copies to Mr. JOEL LISKER, Departmental Attorney
who is handling this matter.
For further information of the Bureau, on 1/30/80,
at the specific request of LISKER, WFO Case Agent furnished
LISKER with copies of the transportation entry and manifest
of goods subject to custums inspection and permit, U.S.
Customs Service, and a copy of a Department of State Request
of U.S. Customs that free entry be granted as an act

LISKER on 1/30/80, he was specifically advised that no more |
documents remained extant which would prove receipt of the —
merchandise by the Libyan Embassy. The reason is that
according to the Customs man, the trunk containing the
saddle was shipped. as baggage on Delta Airlines from ‘Atlanta
and after being cleared through U.S. Customs, the trunk was
returned to the baggage room, where it was allegedly p cked
up by representatives of the’ Libyan Embassy. LISKER was -
further advised that if he decided to contact officialg FEB 8 1980 ty
at the Libyan Embassy, he would have to notify the U.S. en
Department of State (USDS) to obtain their concurrence-Prior
