Pursuant to the understanding referred to in paragraph 9, or pursuant to an understanding unknown to the ATTORNEY GENERAL, the defendant agreed to participate in two highly publicized visits to Libya in September 1978 and August 1979, the latter trip lasting about one month and occurring during the celebration of the 10th Anniversary of the Libyan Revolution. The Presence of the brother of the President of the United States at events commemorating the Libyan Revolution was important to Libya in order to obtain maximum coverage of the events by U.S. media entities and to create the appearance of approval by the United States of the Libyan Revolution. 12. Pursuant to the understanding referred to in paragraph 9, Or pursuant to an understanding unknown to the ATTORNEY GENERAL, and consistent with the objectives of Libyan foreign policy, the defendant undertook a propaganda campaign, including public statements in support of Libyan ‘ foreign policy objectives.
